Former Columbia Man Named in Boy Scout Files

Reportedly sent sexually graphic letters to minors in Michigan after moving to Columbia.

A man who listed his address in Columbia in 1979 was named in the Boy Scout files released Oct. 18. The man registered to become a scout leader in Columbia on June 14, 1979, according to documents in the file. At the time, he listed himself as 30 years old. However, after seeking information about the man from his former troop in the Jackson area of Michigan, his application was rejected and placed in the Scouts’ “Confidential File.” A June 7, 1979 letter from Kenneth W. Jarchow, a Council Executive for the Boy Scouts, states the man “has been involved with sexual relations with minors.” In addition, the file includes two letters allegedly written and signed by the man in question that he reportedly sent to two minors who were scouts in …

Report: Poll Shows Marylanders Support Same Sex Marriage

A newly released Washington Post poll shows residents favor upholding the same sex marriage law.

A Washington Post poll found that 52 percent of likely Maryland voters would uphold the state law allowing same-sex marriages, while 43 percent would vote against upholding it. If approved, the law will go into effect next year. Same-sex marriage won a narrow legislative approval earlier this year, but opponents petitioned to have a referendum placed on the November ballot—Question 6. The Post poll, which telephoned 1,106 Maryland adults, found likely voters divided on the issue by race, region and political party: In September, Gonzales Research, an Annapolis polling firm, found similar results in its poll. The firm polled 813 registered voters across the state and found that 51 percent of likely voters would support Question 6, while …

Study: ‘Dream Act’ Would Be Net Gain for Maryland

What financial effect would the Dream Act have?

The first in-depth fiscal analysis of the Maryland “Dream Act” claims that the law would yield a $66 million long-term gain for each yearly group of undocumented students allowed to pay in-state tuition at state community colleges and universities. The Dream Act was signed into law in the spring of 2011 but was promptly stymied by a Republican-led referendum petition. It is one of four controversial statewide ballot questions voters will settle on Nov. 6. It would allow certain illegal immigrants to pay in-state tuition at Maryland community colleges and, later, universities. The qualifications include: Qualifying students would start at a two-year community college. When they apply to a four-year school, they would be evaluated as part …

New Law Opens Up Maryland for Online Fantasy Betting

Websites use an exception in a new law to allow players to bet against friends, coworkers or strangers in daily or weekly fantasy sports competitions.

A new law that allows Marylanders to accept the pool from a friends’ fantasy football league may have an unintended consequence—it opens the door for a new wave of online sports betting that revolves around fantasy teams. Each week, thousands of people put millions of dollars on the line in daily or weekly fantasy sports leagues that allow competitors to pick and choose players from different teams and put them up against fantasy teams of friends, co-workers or even strangers. These fantasy sports websites, such as FanDeul, Fanball and FantasySportsLive.com, are legal in most states since 2006, thanks to an exception in a federal law passed that year banning most online gambling. However, Maryland was one state where the sites weren’t …

New Law Allows Marylanders to Win Prizes for Fantasy Sports

Law went into effect on Monday.

There's no need to worry about accepting your friends' cash for winning your fantasy football league this year. A law passed by the General Assembly in April that went into effect on Monday officially makes it legal to bet on fantasy sports. The bill excludes fantasy "competitions" from state laws against betting, wagering and gambling, so fantasy players can manage their imaginary teams based on game statistics without worry. But there are certain stipulations: The state delegate who sponsored the bill, John A. Olszewski (D-Dundalk), told the Washington Post in the spring that fantasy players in Maryland were "ensnared" by a 2006 opinion defining gambling as requiring decisions, the element of chance and a prize. An opinion, which …

I think this just ate my comment, but does this affect other online gaming sites such as king.com? They are a site you play arcade like games and can win prizes such as cash. I originally was from PA where this law didn't apply and have never understood MD's online skill games for money laws.   more ›

Pit Bull Bills Appear Headed in Different Directions

A bill to overturn Maryland Court of Appeals decision on dog bites will get a vote in both houses, but they may not have enough common ground to pass as law.

The fate of the pit bull legislation before the Maryland General Assembly remains uncertain as bills in the House and Senate appear headed in different directions. The split is over strict liability for dog owners. The Senate passed a bill Friday night in a 41-1 vote including strict liability with a few carved-out exceptions for things like provocation and trespassing.   Just down the street, the House Judiciary Committee spent the better part of the afternoon with four different bills that would—at least, in part—return owner liability to common law standards. Sen. Joseph Getty, a Republican who represents Carroll County and northern Baltimore County, was the lone vote against the Senate bill. "[Strict liability] sets a very high …

Controversial Reagan Blood Vial May Have Columbia Roots

An alleged vial of President Ronald Reagan's blood that was put up for auction in the Channel Islands and has caused a wave of controversy was said to be taken from Bio Sciences Laboratory in Columbia.

An anonymous seller says a small vial of what is said to be President Ronald Reagan's blood was obtained from Bio Science Laboratories in Columbia in 1981 but no record of that company's existence has been found in Columbia phone books from that period, according to an archivist. The seller has put the vial up for auction in a move that has drawn national attention and criticism from historians who say it has no historical value. The anonymous seller wrote in the description of the vial on a Channel Island auction house website that he obtained the vial and a lab slip from his mother, who worked at Bio Science Laboratories in Columbia. Robin Emrich, archivist for the Columbia Archives, said no record of a business by that name exists in …
