She's 98 years old and was asleep when they started questioning her. How many of us make a lot of sense when we first wake up? My 83-year-old is just now complaining about being cold and I have the airconditioning turned up to 78. Older people can deal with heat a little better, apparently. I bet the mother was doing just fine until the "good" citizen decided she wasn't. But it's good that they called her son.

Indeed, the notion that "accidents" are just random things not essentially structured into the transportation system and its culture is a bourgeois illusion. Motorists don't need "protection" from cyclists in anything like the way cyclists need protection from motorists--a situation made all the worse by rhetoric that legitimizes the demonization of cyclists as some of yours has in other posts. Yes, plastic tricycles can ram dump trucks, and you can call it an "accident." But in terms of consequences, the laws of physics actually matter here, and you're not free to argue with them. What a vehicle weighs and its physical characteristics are very much to the the point. Horse-drawn buggies and bicycles are simply apples and oranges; disallowed ATV's are likewise red herrings in this discussion. Bicyclists are required to follow the rules of the road. I've ridden in cities and countries where there are fantastic, safe, heavily used bike lanes--something we can all agree upon as a goal--but as Fran quite astutely points out, a licensing/inspection/enforcement regime such as you imagine would cost far more than the savings made by simple improvement in two things: road conditions and drivers' attitudes. On the latter, I'm afraid you're not helping.
