I am glad to hear that the girl will be all right. I was worried when I saw the Helicopter land at the hospital, as I was driving by the accident side. The police cars were still there and the road closed an hour later when I returned. So this must have been a difficult case to figure out. I would like to warn drivers to pay attention at intersections with Cedar Lane. It has happened to me so many times that pedestrians and cyclists, adults and children have crossed Cedar Lane, when they had a red light and I had to slam on my brakes as I was crossing Cedar Lane or turning into it, even though I had a green light. This has happened at the intersections with Hickory Ridge Rd., Little Patuxent Pkwy. and Harpers Farm Rd. I would hate to hit somebody, even if I have the right of way. Please watch out at these cross roads.

Ursula's right--it's a dangerous stretch. Maryland law: "The driver of a vehicle must stop for a pedestrian in a marked or unmarked crosswalk when: At crosswalks and intersections without signals: The pedestrian is on the half of the roadway on which the vehicle is traveling. The pedestrian is approaching within one lane of the half of the roadway on which the vehicle is traveling.(§ 21-502 (a)(2). But Ursula makes another good point: How many drivers would have peace of mind knowing they'd been at no technical or legal fault after maiming or killing a pedestrian or cyclist?

Cedar lane is not the best of places for parents to allow their children to ride their bikes. Particularly during rush hour. If the dear 13 year old girl has not had her driving test (which we can assume she didn't at 13) where is she supposed to know the rules of the road from? It would not be fair to assume her parents taught her if they let her ride her bike on this road to start with.
