Why would someone shine a light on anyone outside at 3:14 PM?

Hopefully the entrance of the food court has that premier surveillance system setup that can zoom in so clearly that it can read the little Levi's tag on your jeans and these punks can be brought to justice. This crime wave of robberies (especially with hard working pizza delivery workers) MUST be fought head on!
