Foster’s death was the fourth of four homicides in Howard County in 2012. All four have since been solved.

On April 23, Robert Jarrett, of Elkridge, was convicted of second-degree murder in the 1991 killing of his wife Christine Jarrett. Police uncovered Christine Jarrett’s remains underneath a concrete slab inside a shed on Robert Jarrett’s property in April of 2012.

The other two homicides were those of Mary-Marguerite Kohn, 62, and Brenda Brewington, 59, who were shot to death in May 2012 at the Ellicott City church where they worked. Douglas Franklin Jones, a homeless man who visited the food pantry at the church, was determined to be the killer after police found him with a self-inflicted gun wound in woods behind the church.
