"There are other ways of raising revenue for road upkeep or whatever. Among them are closing existing tax loopholes, requiring combined reporting of their income by subunits of corporation, and a higher income tax bracket for millionaires. The latter can afford to hire someone to drive them around and don't necessarily have to buy gas. The governor is probably in that category as well. For raising revenue, I do believe basing taxation on ability to pay (rather than a user's fee) is the best policy."

Kill or Neuter? Laurel Debates How to Handle Cat Overpopulation “Trap-and-kill doesn't really work because it doesn't address the source of the problem: reproducing cats. People somehow think they can catch and kill all the cats and voila! no more problem. But then six months later you're right back where you started. The only reasonable solution is TNR (trap-neuter-return), but that means dedication and long-term care. Most people can't handle that, so they just try to make up a bunch of reasons to kill cats. But if you don't stem the problem at its source, it will just keep happening. Educate people about spay/neuter, and promote TNR!” -
