Maryland Gets D- For Workplace Family Policies

Maryland has received a D- for its policies relating to how businesses treat new parents, according to a report released by the National Partnership for Women and Families

It shares the same grade as Arkansas, Indiana, New Mexico and Texas, according to the May 2012 report.

Rankings were calculated by whether states had paid family and medical leave, job-protected family leave that offers more protections than federal law and job-protected medical leave for pregnancy, childbirth or other related medical conditions.

Federal law, through the Family and Medical Leave Act, enacted in 1993, requires workplaces with 50 or more workers to allow eligible employees to take job-protected unpaid time off for 12 weeks for specific family and medical reasons.

The report praised states, including Connecticut, the District of Columbia, New Jersey and California, that have created policies that went beyond federal requirements and supported paid family leave.

According to the report, Maryland received its D- rating in part because it had no laws beyond the federal Family and Medical Leave Act that guaranteed job protection or leave for new or expecting parents.

"The absence of family friendly public policies in the United States leaves many new parents without pay and in danger of losing their jobs when they need or want time away from work to care for a newborn or newly adopted child," the report stated. "Too many parents must manage conflicts between needing to care for a child and financial realities that require them to return to work before they or their children are ready."

California and Connecticut were the only states in the report to get an “A-.” Califorina was praised for its first-in-the-nation paid family leave law, while Connecticut was the first state with a paid sick day law, according to the report.

A total of 18 states got an “F” rating in the analysis.

Other findings from the report:

  • One-tenth of workers nationwide have access to employer-provided paid family leave, and workers in lower paying jobs are less likely to get family-related benefits.
  • A total of 71 percent of children live in homes where all parents work.
  • Women are primary or co-breadwinners in two thirds of families.

The National Partnership for Women and Families is a DC-based organization founded in 1971 that promotes workplace fairness policies.

I wonder how much of our unemployment rate across the nation has to do with excessive regulations on business. Who would want to start a new business in a sketchy economic time when government is looking to make it difficult and expensive to hire anyone? If you want to start a family, knock yourself out. Just do it on your own like an adult.

Maryland already has the fourth highest tax burden in the country, has one of the most hostile business climates, and has seen a recent increase in unemployment despite improvements in employment in other locales such as Virginia. In the past two years, Maryland has set about raising nearly every fee and tax it can and is about to saddle upper income earners (job creators) and small businesses with massive new taxes. And now the left/progressives/socialists/Democrats in Maryland want more entitlement and regulation. Attention Marylanders: The Democrats are not going to stop taking your property or your liberty until you stop them (through the ballot box of course).

All true, but Repubicians are no better. The problem is that there are Socialists in both parties, so much so that they don't even realize they are Socialists anymore. Instead of trying to get the right people in office we should just assume the wrong people will be there and limit government power accordingly.

America is one of the few industrialized nations that doesn't offer paid maternity leave. According to the most recent "State of the World's Mothers" report, America ranks in at shameful #25, right between the Czech Republic and Belarus.

Agreed. In some ways Repubs are worse because they say they are for liberty and small government, and then they turn around and vote for more government. Until the Repub Party is completely turned over and patriots installed, this is going to be an issue for the Repubs.

Ironically, any mother can refute this childish argument. "if every nation jumped off a bridge, would you do it too?". America is, at least for now, in much less financial trouble than the rest of the world. I don't expect that to last long, however. More government, especially requiring job killing things like paid maternity leave, is not the answer.

Bill, I totally agree. At least Dems are honest about being Socialists. It's more irritating to me that Republicans claim to be for small govt and give a bad name to guys like us.

So we are to follow other socialist European and Asian states into insolvency by turning our female population into Julias, dependent on the state for every major expense in her life. The nature of the left: we must feel guilty if we aren't keeping pace with more "civilized countries" and countries that are more "sensitive" to the needs of those that need stuff. And somewhere along the line, personal responsibility for having a family is lost in a haze of dependency. With attitudes like those expressed by liberals and the left, we have a long way to go folks, in this county, state and country, on this long road back to freedom.
