Police Release Mugshots of Suspected Door Kick-in Burglars

Howard County Police have released the mugshots of the two suspects wanted in a string of door kick-in burglaries throughout Howard County.
Joseph Leo Baumgarten, of Pasadena, and Dianna Marketti, of Dundalk, were arrested on Oct. 4 after police said they tracked them down through a set of stolen Batlimore Ravens tickets. The two were charged with 25 counts each related to four daytime door kick-in burglaries and suspected in ten other burglaries that occurred in September, according to police.
However, a court commissioner, Oreon W. Pinkston II, set the bail for Marketti and Baumgarten at $15,000 on Oct. 5 and both posted it that day. On Nov. 15, the two suspects failed to appear at a bond hearing scheduled to adjust their bail, according to court records.
Shortly after posting bail in October, Baltimore County Police reported that Marketti was assaulted and kidnapped by Baumgarten on Oct. 13. Police reported he also stole her car, a blue Chrysler PT Cruiser.
As of Thursday afternoon, the Howard County Sheriff's Office said neither Marketti nor Baumgarten had been located. Both currently have outstanding warrants out for their arrest, according to court documents.
A spokesperson for the State of Maryland Judiciary, which oversees the court commissioners, said they could not comment on specific cases when asked on Monday about the bail for Baumgarten and Marketti. Howard County court commissioner's office previously declined to comment on the bail in October.

Joseph Leo Baumgarten has over 42 listings on the Judiciary website. How much has he cost the Maryland taxpayers?
And with 3 pages of listings who the hell gave him bail?
It looks like his father was quite the offender type as well.

On another note...Don't you think that the police department could spend a couple of dollars on some lighting so that these mug shots are a little better quality?

BJ...Lol. The photos look fine, you need glasses! The real issue here is who is the Commissioner that let them out on a low money bond with the criminal background and the seriousness of the new crimes. The Commissioner needs to be named and then FIRED! Their job is to protect the public from violent and repeat offenders and the commissioner let them out when in fact they should have had a no bail status or no less than $250 to $500 thousand dollar bail to keep them in custody.

So no party within the Maryland Judiciary will comment and own their bungled actions. At the very least, a full review of the system is needed to determine how the current situation occurred and how to prevent a reoccurrence under similar circumstances is needed, with a full disclosure to the taxpayers of the lessons learned and needed changes identified.

Agree 100% that anyone with a prior criminal history should not be given bail, especially this low of an amount. These perps were brazen enough to kick in doors to people's homes; lots of potential for assault/violence. People with criminal histories should not be given bail on repeat offenses; I know they are "innocent" until proven guilty, so if that's not possible - should be a whopping huge amount of bail for them to be released. Hope Howard County changes their policy on setting bail; need more background info/investigation before just waving them out the door in the future.

@Colliemom - Bail is not punishment for alleged crimes, it's to secure the perp's attendance at any and all future court proceedings, period. The higher the risk the higher the bail.
That being said this bond certainly should have been higher but not no bail.

I said this before that Oreon needs to be terminated. Or maybe he can pay for all the damages and lost items when they strike again. Better yet, I think criminal charges of negligence should be filed against Oreon if these people commit a crime after skipping his ridiculously low bail. People like this eventually panic and end up hurting someone while committing a crime. Now I want to know who appointed Oreon?

Again..how did Oreon get the job? If I screwed up this bad at work I would have a pink slip. Pressure needs to be applied to the person that appointed or hired him. Anyone know who that might be?

From what I read before Judge Lenore Gelman was the one who appointed him. Not sure if that is true or not. Andrew Metcalf should know, he is the one reporting this for the Patch.

We have been through all of this before. No one has commented on this from Howard County Government. Also, we pleaded with officials to at least release these individuals photos. This is the first time we are seeing the pix. Lots of CYA going on here. I think Ken Ulman should have responded when one of our "commenters" contacted his office when all of this first came to light. Were are the
news media now? !
