13-Year-Old Among Those Charged in Serial Howard County Burglaries

One 13-year-old, two 14-year-olds and a 17-year-old are believed to be involved with a string of burglaries that began in November, police said.

 

 

Four Columbia teens were charged this week in a string of 16 commercial burglaries at Howard County businesses, including a recent jewelry store burglary in which a neighboring business had its wall sledgehammered to gain entry.

Of those charged, one is 13-years-old, two are 14, and one is 17, according to police. Police said the juveniles colluded with Charles Rodriguez, a 24-year-old Columbia man, who was charged with selling their stolen merchandise after one of the incidents.

Police said they believe the teens are responsible for a Jan. 22 burglary in which the suspects broke a back window at Concentra Urgent Care on Dobbin Road, then sledgehammered through a wall of the business to enter J&D Jewelry, where they stole an undetermined amount of jewelry.

After the jewelry burglary, officers said they reached out to local jewelry stores and asked them to look out for someone trying to sell large quantities of silver jewelry. The next day, police said Rodriguez and the 17-year-old were arrested at Monica Jewelers at the Mall in Columbia on Jan. 23 trying to sell jewelry stolen from J&D.

After that arrest, the three additional juveniles were arrested based on the findings of a police investigation into other commercial burglaries that began in early November, according to police.

The teens have been charged in other burglaries, including attempts to steal ATMs from Lakeside Café, in Town Center, and Cradlerock Mart, on Cradlerock Way.

A police spokesperson said there was no indication at this time that the juveniles were being directed by Rodriguez or another adult to commit the burglaries. Police said Rodriguez was involved because in order to sell jewelry, a person must be over 18.

Police did not release the value of items believed to have been stolen by the teens, but said they stole a safe, cash, stereo equipment, knives, jewelry, a laptop and an ATM machine. The safe and the ATM were each found destroyed near the scenes of the burglaries, according to police.

Police said items found near the Cradlerock Mart helped identify the suspects, but would not say what those items were due to investigative reasons.

The juveniles are suspected by police to be involved in the burglaries at the following locations and dates:

  •  US 1 Flea Market, Washington Blvd., Elkridge, Dec. 16
  •  US 1 Flea Market, Washington Blvd., Elkridge, Dec. 20
  •  Soccer America, Dobbin Road, Columbia, Dec. 28
  •  LA Boxing, Dobbin Center Way, Columbia, Dec. 31
  •  Lakeside Coffee and Café, Wincopin Circle, Jan. 3

What I think is interesting is that their identity is protected because they are minors and yet they are experienced, hardcore criminals. Just look at the list. WHY are they not either in school or home with their parents? In Howard County Schools these boys could have every opportunity for a real future. Pathetic.

yup the statistics prove it they go to jail and learn to not get caught, then they get out in a week or so to do it all over again maybe next time with a gun to your mothers head but we should all just pray for them cuz thats really the problem right?

Why aren't these kids in school? The parents should go to jail too. I'd rather my tax money paying for their subsidies be spent on jail cells than luxury HoCo housing.

In the 80's I went to a private school with a 16 year-old girl who came from a family who came from a very solid middle-class family. She conspired with her boyfriend and his friend to kill her parents. They were successful with stabbing her father to death, her mother survived. The girl is still in prison, Lisa Casella, and she is white. Crime happpens everywhere.

Wondering if there is someone monitoring comments here. Columbia has been historically known for civil discourse and racial tolerance - we do not know the race of the individuals arrested. We also don't know what their story is, or if their parents/gaurdians are amongst the many struggling to pay the bills while holding down two or three jobs. Rushing to judgement has become the norm, which also influences our youth. Who'se responsible for that?
As an aside The juvenile justice system has never been, and continues not to be rehabilitative in most instances. Having worked at various facilities in the state and also having a close friend who has been banging her head against the stone wall that is the reticence to improve and change the system for the better has shown me that. Recidivism is the rule not the exception.
They probably won't get out all that soon, unless they run into the same judge that let the couple who was arrested this summer forall the home burglaries and skipped bail to romp in Florida.

Are you excusing this behavior due to circumstances? If so no wonder we see 13 years olds who have no sense of right and wrong. They know there are those out there who will excuse their criminal activity because their parent is struggling.

ARGGGG !! Every time I hear that BS about single parents, working two or three jobs etc., I could literally scream. How hard is it, or how much time or money does it take to teach a child right from wrong? None! I've done it and have seen it done successfully with other single parents I've known throughout the years.

Every morning starting with first grade I always sent my son off to school with "I love you" and "Do the right thing". He was raised to know right from wrong and the constant reminder to do the right thing has stayed with him his whole life. He's in his late 20's and everyone I know has always said what a great job I did raising him alone and anyone of them would be proud to have him as their child. I've watched his behavior turn around friends that were heading to trouble just by his actions and being a true friend.

I get that these kids are minors and will most likely repeatedly break the law with relative impunity until they reach adulthood. Put their useless butts in some kind of boot camp for a few years and lets see what happens. And no, I'm not talking about abusing them, just keep them confined and teach them how to be productive citizens.

The more this excuse is heard the more complacent parents get. Can't you see that? It gives them an out from their responsibilites. Disgusting.

Linda - I think Mr. Rouse hoped that if you provided people a good place to live, they would go to school to learn a skill, be able to get a good job and contribute to the community. He failed to predict that sometimes the ghetto bangers move into a nice community and bring their bad habits (and bad visiting friends) along with them. Reality is that Section 8 housing has brought drugs, crime and danger to Columbia; and though it would be nice to pretend not to notice the race issue, sort of hard not to see it when it's a pretty predominant pattern in those apprehended for crime in Howard County. I don't judge anyone by the color of their skin - but also don't think should ignore reality because of the colors coming into play with the recent jump in crime in HC.

No stranger to our uncivil justice system. 17 line items on the Judiciary website from rape to many traffic violations.

All told this thug has probably cost the state taxpayers over a million dollars in court time public defenders etc.

How many taxpayers entire state and local taxes paid are required to keep sending this man through the criminal justice system? 30? 40? We can see where our tax money is eaten up.

We, the tax payers, probably already support the life of these little thugs and their parents who allow them to roam the streets committing crimes at all hours of the day or night. HUD provides a good life in HoCo if you know what to put on the forms I'm told. Lock them and their irresponsible/worthless parents up and re-distribute those vouchers to a family that appreciates living in this county.

Obviously the parents were too busy to teach these children RIGHT from WRONG. Theyve probably never had to suffer any consequences at home for doing something wrong. I think all of us have gotten into some mischief in our teen years, but ABSOLUTELY NOTHING compared to these crimes!!!! This is outrageous!!!! I wouldnt be surprised if they stay lifelong criminals.... I hope they get a punishment they deserve, but probably not. The parents need PARENTING CLASSES, & these "kids" need MAJOR help. This is just crazy!!!

That three little kids could do so much damage is so depressing to me. And I can't believe anyone would think it is ok to make excuses for them. They should be forced to work to pay back what they destroyed.

It's even more depressing that it took this long to catch a bunch of kids.

Sanchez, if you read in my comments that I am excusing anyone for these crimes, then that's your perception, not my intention. I'm neither blaming or excusing.

I don't know you, you don't know me -or what kind of impact that I make in my community. Neither do I know what has occurred in these kids lives to make them go bad.

My comment about the parents struggles was in response to the notion that the parents should be locked up. We don't know one single thing about them, their lives, whether they are rich or poor, lifelong criminals or hard working folks doing the best they can.

Polly read the same in your comment as well. Poverty is no excuse to do what these little thugs did. People raised families in the 20's and 30's in MUCH deeper poverty and did not turn to this type of life. Those families had fathers in the homes.

We can indeed make educated and informed assessments of the type of families who raise these kids. It has been studied for decades.

NO FATHERS or father figures in the home is number one. Addicted mother as the only "adult" is another. Children having children is another huge issue.

Even mental illness is not an excuse. As a product of extreme lower economic means from Bmore myself, I dont care if they were abused by their moms while their absentee fathers spent their food stamps on crack.. NOTHING can excuse the crimes these worthless people commit. Most counties and states, churches and non profits etc. provide the basics food clothing and shelter and even health care to those who ask for it. These criminals and useless thugs want what we work for for free and with little effort. Bring back chain gangs, work camps, and tell the bleeding hart, excuse making, dood gooder apologist to answer this question...Would you rather a criminal be locked up for life or rape and rob your mother once a judge/jury tired of your cries for mercy lets him/her free?

According to the Baltimore Sun, these thugs were released on $7500 bail. It appears the unqualified, idiotic, politically-appointed bond clerk is still on the job letting thugs and hard core criminals continue to roam our neighborhoods without so much as a slap on the wrist. How many more businesses or people do they need to rob to make this much money?? Let's see if these thugs turn up in Florida six months from now after they don't show up for court.

You can't blamed it on parents, these kids are out of control. My 14 yrs old girl sneaked out at nights when I'm asleep. I'm a divorced mom, and also a working mom. The laws need to be toughter on kids. Also it's an epidemic in this country where kids get away with alot of crime because they're young. Law have to be tough on them now instead of later because their crimes will be bigger ones, like murdering someone!
